The number in GBXX goes off the year that they support. GB19 stands for 2019 so GB19 is for the one that was released in 2019. GB20 stands for 2020 GB22 & GB23 stands for 2022 & 2023 Ensure that you get the correct one!
Retry using Card directly, Google Pay & Apple Pay (All 2 or 3 that are available for you). If you have a bank app, you can try approving the transaction on there first. If you're still getting the same error after trying the above, you will need to contact your bank and ask them to approve the transaction. That means they're the ones declining the payment.
